Default Outlined fonts & the law

Hi there all! Can anyone help me at all. I have a customer who refuses to supply me with original artwork files due to the font suppyling issue. Fair enough, but is it possible for a file in say Indesign to be saved with all text as outlines to be output by a printers and not be breaking any laws with regards to the font usage? They have been supplying pdf's so far but this is causing various outputting problems (possibly due to their output options). Would be gratful for any help, thanks
