Throw your design open to forum members, I'm sure that for a one off some members would design some templates for you. Give some specs: what platform are you using and what program. What size is the newsletter and what pagination? Is it full colour, spot or mono? What audience is the newsletter aimed at, eg: sports, leisure, art etc. Is there any specific item that must be included or any item that has to stay in the same position?
Even if the designs that come back are not what you want that is a step forward to achieving the look you want.
