Default Text to Speech problems

I'm trying to use Window's built-in text to speech. From what I can see it just starts yakking away. What I'd like is for it it be quiet until I highlight some text and tell it to go. Or have it automatically read the clipboard. I can't see a way to do that.

OTOH, I looked at Snapfiles and the highest rated program there also happens to be free. It's called Balabolka

Anyone heard of this? Any other suggestions?
