Default What to buy???

I am responsible for upgrading the DTP/Graphics computers for our marketing department. We have two employees working in this department, and they mainly have used Pagemaker for page layout, etc, but also use some Photoshop and Illustrator. Up to this point, they have been using Mac's, but with all of our other business operations, we are looking at switching to PC to get our platforms a little more streamlined, as well as utilize some PC-only software.

Our Mac consultant recommended the following when looking at a switch, and just wanted to see if this looks alright, overkill, etc:

Xeon Processor (need fastest possible???, not Pentium)
250 GB Hard Drive SATA 10,000 RPM
2GB RAM (or more)
Good strong graphics card (Don't skimp)

Does this look like overkill, underkill, just right? I'm just trying to get a budget for the hardware before even looking at software.

Also, if anybody knows the "rules" for upgrading software on a cross-platform basis, I'd be interested in knowing these as well.

Thanks a bunch!
