Unknown Slab-Serif Font

I'm trying to re-create the logo font for an organization's newsletter, and although their original face (available only on paper and in scanned form) looks familiar, I can't seem to match it. An old newsletter, where this font is seen in the (scanned) head, can be found here . The type is sort of Cheltenham-ish, Century-ish, but not a good match to any specific face I've been able to examine. Any ideas?

Well, I sure do not know.

The s (with the deep arches and large balls) is the killer — I do not find any modern (or slab serif) face with anything like that. Even faces that do have deeply overhung balls on the c, say, or the top of the a, have more moderate endings for the s.

And even faces with an overhung a all have a larger bowl.

So color me stumped. I have been looking at a and s in about a gazillion faces, until my eyes glazed over. No luck. (At first I was thinking of a narrow Century, but it doesn’t match any I found.)
