Although Adobe has moved to a subscription model, they do have a non- subscription product. But you do have to go hunting. Also, there are some other products that might do what you want. Two that I have looked at are CutePDF Pro, which is limited in some ways, but it seems to have a stamp creating function. Kofax PDF is the other one I looked at. It's ok, but seems a bit more cumbersome to use.

Google PDF editor, and you'll find a number of products.
