Default Blurring faces (on purpose)

This is a new one on me. One of my clients wants to use a photo (in their newsletter) that includes people for whom they do not have a release.

So they want me to blur out some of the faces.

I can't imagine how to do this without making it look like a mistake. Unless I put black bars over their eyes. <LOL>

I guess it needs to be done in an obvious way, so it doesn't just look like a crappy or weird photo.

FWIW, they don't want me to crop out the people, which is what I think we should do.

Suggestions?
