Does A2 paper have an agreed upon size. For example, I saw some Epson paper that they say is 16 17/32" x 23 25/64, compared to 16 1/2 x 24. I've also converted from mm and get something different from these.
Do print houses just not sweat these details? |

The A paper sizes are a part of the ISO 216 standard.
A2 is 420mm x 594mm. There is a size call A2+ which can be trimmed to A2. |

In that case, it would probably be best if I did my calculations in mm and converted to cm or inch when I'm done.
