Default Title case question

I need to change an A head from all caps to title case for a running foot. The plug-in I'm beta testing extracted and converted it like thus:

If It Is So Bad for You, Why Farm?

I helped the developer by summarizing what the Chicago Manual of Style has to say on the subject, but I remember that there were some words that could go either way.

I chuckled when I read in CMS that when all else fails, read it aloud (or words to that affect), but in this case that might help. When I read it out loud, I lower-case the "is."

That having been said, I'd really value the opinions of the editorially inclined. Although the book's editor can fix it (when the company opens again after its week-long shutdown), I wouldn't mind getting it right on the first pass.

The Root of the Matter: Farming and Its Consequences
