Default Web design?

I still have Microsoft Frontpage 2003 on at least one of my computers, but it doesn't generate responsive web pages so it's not of much use today. I have an aversion to using services such as Wordpress to create a web site. I can't escape the sense that there has to be a catch involved.

So I'm looking at a freeware program that gets downloaded and installed on the end user's computer, and which says it creates responsive web pages. It's called Rocketcake.


Has anyone used it, or know anything about it?
