Default Printer inquiry ....

Ever the procrastinator, I joined this site about a year ago and am only just now getting going on my small business.
A little background: I live in a small town where - even though I don't have proper training - I feel rather confident in my skills around DTP.
My business entails writing services, DTP and paper art (ie. greeting cards, bookmarks, etc.)
The DTP end of the business may include business cards, brochures, flyers, posters, print ads, etc.
My current printer has always done a "good enough" job for our needs around my hub & I's brick and mortar businesses, our kids' school requirements as well as my various forays into local posters, etc.
1) However, what prints out is NEVER as intense and bright as what I see on the screen. If I'm going to do this properly, I feel that I must have a better quality printer.
I'm anticipating my needs as follows:
- scanning orginal artwork (watercolour, photograpy, etc.) on to cardstock
- beyond the sort of normal printing abilities, the need to sometimes produce a more more professional looking poster, etc. on a glossy type paper
- some photographs (but this is not a priority right now)
3) Ink - with our current printer, we use cheap refill type cartridges. Is there really a difference between the printer manufacturer brands and the cheapies?
4) Cost - At this point, my budget is quite minimal
